HR Policy & Compliance Manager - Government experience is essential To lead, design, develop, manage, deliver and evaluate the Council's HR Policy and Compliance function including HR policy, procedure and process development, coordinating and project managing squads, employment legislation/best practice, employee relations, HR contracts , Chief Officer recruitment, redeployment, redundancy, job evaluation/moderation and associated data. Main criteria *Lead, support and direct the team to ensure efficient and effective performance and delivery and maintenance of quality services within area of control. *Responsible for all managerial tasks relating to direct reports including recruitment, discipline, capability, employee reviews 1 to 1s, coaching and learning and development. *In conjunction with the Strategic Lead - HR develop service plan for all areas of responsibility in line with Council priorities. *Provide specialist advice and guidance to business partners, managers and external organisations under SLA's, regarding complex HR matters, terms and conditions of employment and respond to queries regarding employment legislation. *Lead the development, implementation and publication of HR policies, procedures and processes. Work closely with Business Partners regarding policy/process feedback and transformation implication. Communicate/negotiate with the trade unions. Lead squads where appropriate, ensuring policies comply with legislation and best practice. *Work with Business Partnering colleagues to ensure new/revised processes are implemented following policy reviews ensuring consistency of approach across all areas of the business. Essential criteria *Post Graduate Diploma or Masters level qualification in Human Resources or related subject Chartered Member of the CIPD *Significant knowledge and recent experience of researching, developing and implementing HR Strategies, Policies, Conditions of Service within a Local Government setting, HR Transactional Processes *Detailed understanding of employment law/best practice. *Experience in job evaluation *Significant experience of negotiating/ working with trade unions *Experience using IT systems including Microsoft Office to alanyse information, produce reports, statistical analysis and correspondence as required. *Experience of communicating with a variety of people and developing good interpersonal skills *Knowledge of best practice and experience of streamlining processes to create efficiencies Please apply as soon as possible or call Olivia on (phone number removed) --- Fusion People are committed to promoting equal opportunities to people regardless of age, gender, religion, belief, race, sexuality or disability.
