Compliance Manager Location: Can be based from one of our offices in Llandrindod Wells, Brecon, or Newtown Business Area: Kier Places - Heart of Wales Property Services Contract: Permanent, full time Be part of our exciting Joint Venture with Powys County Council. Heart of Wales Property Services (HoWPS) is a 50:50 joint venture partnership between Powys County Council and Kier, a leading property, residential, construction and services group. Our partnership began on 3 July 2017 and we are responsible for the repairs and maintenance work to council homes and public buildings across Powys. A consultancy service is also provided, which delivers Powys County Council's major capital investment programme, small works projects and a design and build service. Employing approximately 150 people locally we are headquartered in Llandrindod Wells, and also have teams based in Newtown and Brecon. Kier Places are recruiting now for a Compliance Manager to support the management of technical compliance (Housing and Facilities Management) on our Heart of Wales Property Services Joint Venture (HoWPS). Compliance within HOWPS include Legal compliance relating to Technical Statutory Requirements and Regulations; Technical Mechanical, Electrical, Water, F-Gas, Gas, Asbestos, and Fabric compliance; and Contractual compliance. Key Responsibilities In this role, you will work to engage with internal and external stakeholders to ensure compliance across our Housing and Corporate portfolios. You'll ensure effective delivery of compliance to meet client satisfaction and identify any risk issues which may impact our contractual obligations, at the same time as ensuring budgets are met, and opportunities are realised to increase revenue associated with compliance activities e.g. remedial works and asbestos surveys / sampling. We'll look to you to conduct periodic internal reviews/audits to ensure that Technical and Regulatory Compliance procedures are adhered to, and you'll focus on continuous improvement and risk mitigation, whilst ensuring you're up-to-date with the required technical knowledge to deliver on our compliance strategy, and ensure the supply chain is qualified and well-managed at all times in order that it can deliver the technical services required to facilitate technical compliance. The role will involve the management of a number of Compliance Officers and Compliance Administrators dedicated to the HoWPS contract and will involve matrix management of other operational resources within HoWPS in order to deliver the overall service. You'll need to provide support and advice to the HoWPS Compliance Team, HoWPS colleagues, and the Client by being the informed source of knowledge for all things relating to technical compliance. What do we need from you? The ideal candidate will have proven experience of leading a team with line manager responsibility; engineering management experience; a track record of delivering performance/service improvement to meet contractual targets; be able to communicate, advise, negotiate and influence at all levels communicating difficult messages; have good commercial awareness & acumen; and experience of managing and delivering improvements through a supply chain. To be successful in this role, you should have a proven track record in technical compliance and operational management experience, with a detailed knowledge of the legal and compliance regulations relating to Facilities Management, SME knowledge of British Standard Documents, and Hard FM Industry good practice such as CIBSE, HTM, and SFG20; and experience covering contractual and financial aspect of the Facilities Management Contract. Ideally, you'll be qualified to professional body standard (CIBSE, IOSH, RICS or BIFM) with an HTC / HND / Degree in Electrical / Mechanical / Building Services Engineering or equivalent.
