HSE Manager for a global company. The role is based in Birkenhead. Client Details Our client is a leading service provider in the marine, offshore, oil & gas and renewable energy sectors. Description To ensure the HSE compliance of assigned vessels, and onshore premises. To provide support and assistance to the business, in particular HSE operations and project management, to ensure the business achieves operational excellence throughout all aspects of the business by conducting its operations and activities to the highest quality standards, safely, reliably, efficiently with minimal impact on the environment. To act as Safety Representative for the Company in line with HSE requirements. All employees should make themselves aware of and understand their responsibilities as detailed within the management system(s). Specific responsibilities include, but not limited to: To be fully familiar with the management system(s) Developing, promoting and maintaining an effective safety culture that reflects policies and meets current legislation Monitor health, safety & environmental issues To ensure that all marine and project personnel joining the vessel as for the first time are made familiar, through initial safety induction, with the management system, safety arrangements and requirements, instructions and facilities Provide statistical analyses of HSE performance data for monthly KPIs, Client and Quarterly Board Reports Liaise with Project Managers to understand project schedules, ensure appropriate risk management activities are undertaken and attend project meetings as required; Review Project Contract documentation when requested by the Commercial Department and provide input into the tendering process; Control and monitor the risk for assigned vessels and to lead or act as part of the risk assessment team for shipboard procedures and operations where required Lead Company HIRA and act as HSE representative for client HIRA's where applicable Ensure that client relationships are pro-actively developed by continually improving the level of service provided in accordance with the management agreement Act as client (Internal and External) interface as required on all HSE matters Ensure compliance with the management system by conducting internal audits ashore and on board. Verify compliance with HSE, ISO 9001, ISO 14001, OHSAS 18001 and applicable industry codes. Verify that any corrective action is agreed upon and implemented in a timely manner Assist in the completion of FPAL submissions for the Company's Verify profile. Monitor safety committee meeting and Master's review process and input to Company responses as required Lead the management of accidents, incidents and near misses. Undertake investigations as required and ensure appropriate corrective action is agreed upon and implemented in a timely manner and lead investigations where applicable Coordinate the provision of specialist advice on all HSE issues to vessels and office staff Key role in the crisis management process and act as a member of the emergency response team, acting as lead where required Assist with the arrangement of and co-ordination of responses to third party inspections such as client, IMCA, port and flag state inspections Support the marine and project teams as required Any other duties as required by the senior management team Accountability and key Performance areas Demonstrate behaviours and attitude which align to and support core values Promoting and encouraging workforce engagement Robust process of Risk Management throughout the company which ensures that we identify, understand and mitigate risk Developing, implementing and maintaining Management Systems Assurance and verification activities to meet strategic and business objectives and goals. Performance and knowledge management Continuous improvement and sharing of lessons learnedProfile Ideally the candidate will have the following background: A relevant HSE qualification in a Risk or Health and Safety / Environmental related field that is equivalent to a NEBOSH General Certificate or greater Successful influencing skills with the ability to positively challenge to make changes Incident Investigator Extensive experience of providing HSE advice in a dynamic project / company environment Recent Experience with offshore and inshore survey vessel operations Relevant industry or related industry qualification Excellent communication and organisational skills Lead Auditor Training - ISO9001 / OHSAS18001 Ability to work using own initiative or as part of a multi-disciplinary team Ability to effectively manage own workload, and work within given timescales (both internal and external), ensuring project requirements are metJob Offer £50,000 to £60,000 plus benefits
